Storyline: The growth of small town juvenile crime starts a movement for the building of a youth center. The project leaders discuss with the mayor about buying an old warehouse and rebuilding it as the Center. However, the mayor has other plans. Freddie, Dodie, Lee, Betty, Roy and Monogram's other non-delinquent juveniles, now attending junior college, think otherwise.
