Biography: Bill was born in Yonkers, New York, but grew up in the Bronx. Interested in story telling from a young age, at eleven, he was cast in a production of "Victoria Regina" in New York City. Since then, he has performed with theater companies in Norway, Germany, Virginia and Texas. Since 2000, he has concentrated on film and TV, but from time to time enjoys performing at local theater showcases. While living overseas, he learned German, and is also able to converse in French and American Sign Language. Since 2003, he has been a regular voice talent with FUNimation Productions, performing as numerous characters in a wide variety of stories. On stage, he used his accents to play a deaf man in "Are You Listening?," a piece he wrote based on personal experiences as well as impressions from Mark Medoff's "Children of a Lesser God." He also won actor of the year playing Vladimir Pachinko, a musician in Sarajevo during the civil war in the former Yugoslavia. Since 2001, Bill has presented "The Care and Feeding of Actors" to students in undergraduate film programs at local colleges and universities. He developed this seminar in an effort to help students find, cast, and direct local professional actors. He is also asked to serve as judge for local film festivals, and has served as the Education Coordinator for the Board of Directors of the Dallas Producers Association.

Overview: The second installment of Frank Mosley's Perception Trilogy, inspired by Greek philosopher Plato's quote, "We can easily forgive a child who is afraid of the dark; the real tragedy of life is when men are afraid of the light." It is an examination of responsibility during the creation of the Atomic bomb during 1945. Shot on a soundstage to invoke the sense of theater, it highlights a moment in time where innocence is lost and only uncertainty lies ahead. Michael Morse is an anonymous man working for an anonymous sector of the Manhattan Project when he gets two phone calls in quick succession: that the atomic bomb has been completed and that his wife has just given birth to their son at the local hospital. What happens next is a fusing of past, present, and future, interweaving in the head of a man doomed to be the messenger of destruction.
