Overview: The town of Baek-ha chooses a head of security every three years. The security head Jo-chil is ruthless and there are many complaints against him. Then Ho-saeng challenges Jo-chil and ends up as the head of security. Ho-saeng is in love with Chi-chi, the blacksmith's daughter.
